Death Ray

A ray gun....how novel. Actually this is just some doodling I've been doing. Had an Idea and obsessed over it till it was done.

There is a mystery here. Tell me who "created" the gun? Which mad scientist did it? Fictional or real scientist. Give it your best shot.
